What Happened
March 22, 2024 — four armed men burst into the Crocus City Hall concert venue in Krasnogorsk (Moscow Oblast) and opened fire on the audience. They then set the building ablaze.

Who Was Responsible
ISIS
The Islamic State (ISIS-K, the Afghan branch):
- Claimed responsibility within hours

Those Detained
All four attackers were detained — citizens of Tajikistan. None had any ties to Ukraine.
Warnings Putin Ignored
March 7, 2024 — 15 days before the attack — the US Embassy in Moscow issued a warning:
“The Embassy is monitoring reports that extremists have imminent plans to target large gatherings in Moscow, to include concerts”
March 19 — 3 days before the attack — Putin publicly mocked these warnings, calling them “provocative” and “blackmail.”
How Russia Blamed Ukraine
Despite ISIS’s claim of responsibility, Kremlin media immediately began shifting blame:
- Putin stated that the attackers “were fleeing toward Ukraine” (unconfirmed)
- State TV spent hours discussing the “Ukrainian trace”
- The detained were tortured on camera — one had his ear cut off — to extract “confessions” about a “connection with Ukraine”
Result: according to polls, over 50% of Russians believed in the “Ukrainian trace” — despite ISIS’s claim and the absence of evidence.
Russia’s Investigative Committee has never presented any evidence of Ukraine’s involvement.
Why Russia Needs This Narrative
- To conceal the security services’ failure — the FSB ignored the warnings
- To justify escalation against Ukraine
- To divert attention from failures at the front
- To sustain the narrative of “Ukraine as a terrorist”
Conclusion
Crocus City Hall was an ISIS terrorist attack for which Russia is trying to blame Ukraine. Putin ignored a direct warning from the US, and after the tragedy, he exploited the dead for propaganda — instead of acknowledging the failure of his own security services.
